After weeks of hearings and a few hours of debate, the Vermont House of Representatives passed the "Miscellaneous Tax Bill" last week, a disconcertingly named piece of legislation that overhauls the state's tax code.
Alongside an income tax hike, the bill contains a $1 million tax increase on consumers of digital downloads, including music, movies, books, and ringtones. In addition to hitting Vermont consumers, the bill targets online retailers in Vermont who will see decreased sales as a result of the new tax.
